Advantageous geographical location

As an industrial center Omsk is advantageously located on the route of the Trans-Siberian Railway relative to large objects of the raw materials sector and transport infrastructure of Siberia, Urals and North Kazakhstan . Along with the favorable human capital structure for the development of production this creates good prerequisites for further dynamic growth of industry, mainly, processing one.

The border location of the region, availability of the developed customs control system on the route “East-West” determine the attractiveness of the city of Omsk as a center for the fulfillment of foreign trade activity of the neighboring regions. In the year 2005 the Consulate of the Republic of Kazakhstan was opened in Omsk that assists to the development of economic relations between Kazakhstan and regions included into the Consulate district: Kemerovo, Kurgan, Novosibirsk, Orenburg, Tyumen, Chelyabinsk, Republic of Altai and Altai krai.

The positive dynamics of the foreign trade turnover of the city of Omsk during recent years is a characteristic of the effective foreign trade activity.


Developed infrastructure of the city

Omsk is a large transport hub where air, river, railway, motor and pipeline transport routes are crossed and successfully operated. A convenient economic and geographic location on the cross of the Trans -Siberian Railway with a huge water-way (Irtysh river), airport availability ensure the dynamic and versatile development of the city.

Year by year the city accepts more and more guests, a number of tourist and business visit is increased that in its turn inspires the development of hotel business. At present on the territory of Osmk there are about 30 hotels with the total number of rooms for more than 2000 people, and the number of hotel complexes is constantly increased. The city gradually gains the features of a huge regional and international business center with strong traditions of hospitality and developed infrastructure of tourists servicing.

Financial institutions are widely represented in Omsk, branch offices of all largest Russian banks and also broker, leasing and factoring companies operate in the city. Seven independent credit organizations are located in the city which possess more than 40 branch offices.


Availability of the powerful industrial potential

The city's economy structure which has taken shape determines Omsk as a large center of the processing industry, which basis is formed of enterprises of the fuel and power engineering branches, chemical and petrochemical industry, mechanical engineering, food industry.

28% of the Russian output of carbon black, 23% - of synthetic and coal phenol, 34% - of tractor sowing machines, 12% - of benzene, 10% - of motor units and cultivators with changeable attachments, 15% - of tyres for cars and trucks, 10% - of motor car petrol, 9% - of ice-cream, 8% each of diesel fuel, lubricating oils and synthetic rubber are produced in the city.

Since 1999 the industrial production of the city has demonstrated a stable growth.

The construction activity promotes the economy development ensuring the reproduction of fixed assets. At present the construction industry of the city is represented by almost 3 thousand organizations with the total number of employees about 20 thousand people. High rates of the construction industry development make for a slower housing prices increase in Omsk and more reasonable housing prices in the city.


Human capital quality

The personnel qualification level on the labor market is the main aspect of the human potential from the point of the city economy.

As Omsk is a large scientific and educational center of Siberia, it possesses a serious potential in the field of specialists training with high and secondary specialized education. Omsk is the leader among Siberian cities as per the number of higher and specialized educational institutions. 32 institutions of higher professional education and 31 state institutions of secondary professional education fulfill their activity here. At the same time Omsk is characterized by a large portion of people with secondary specialized education 29%. This is the highest figure among regional centers of Western Siberia. Such structure of population as per the education level corresponds to the industrial and production specialization of the region's economy. It forms prerequisites for the further strengthening of this specialization on a macro region and country scale as a whole.

Omsk is a large innovation center. More than 40 large and medium organizations including institutions of Omsk scientific center of the Siberian branch of the Russian Academy of Science are engaged in scientific researches and developments in different directions. Among them 87% of the total number of organizations are engaged in technical researches, 5% - agricultural researches, 6% - natural researches. 2% of researches are conducted in the field of medical, social and humanitarian sciences. The training of the higher scientific level personnel is made in post-graduate courses of ten state institutions of higher professional education and at five scientific research institutes.


Investment climate

During a number of years Omsk demonstrates good macroeconomic indices that is an important factor influencing the investment attractiveness along with availability of necessary natural resources, advantageous location, developed infrastructure and clear normative and legal base.

Investment activity stimulating measures undertaken by the Administration of the city of Omsk including those ones related to the ensuring of investments preferred treatment, simplification of licensing procedures and regulation of the property right have an influence upon the investment activity growth in the city of Omsk.

By Resolution No 191-ï dated June 27, 2006 of the Mayor of the city of Omsk the Investment Council of the Administration of the city of Omsk was established which functions included the determination of the municipal investment policy strategic trends and consideration of matters of rendering municipal assistance to entities realizing investment projects on the territory of Omsk.

If until now within the investment policy stimulation system a fiscal component was basically emphasized with granting special tax benefits, so in perspective the specific role of financial benefits granting guaranties, taking by the municipality of a part of investment risks, granting investment credits and others would be increased. Such transition will allow to impart more stability to the investment process.

In the investment attractiveness formation of the city of Omsk a significant role is played by the regional normative and legal base, which includes:

Law of Omsk region No 594-ÎÇ dated 20.12.2004 “On the investment activity stimulation on the territory of Omsk region”

It determines forms, the procedure of the investment activity state support and aimed at establishing the greatest investment favor routine on the territory of Omsk region.

Law of Omsk region No 128-ÎÇ dated 23.12.1997 “On the investment projects state support on the territory of Omsk region”

It introduces the investment project state support routine on the territory of Omsk, establishes the investment project registration rules, determines the investment project realization procedure, state support forms, region's property usage terms and guarantees granting.

Law of Omsk region No 416-ÎÇ dated 27.12.2002 “On establishing a reduced rate of organizations income tax”

It establishes the organizations income tax rate amounted to 13,5% as per amounts subjected to entering the regional budget, for holders of investment projects who concluded agreements for investment activity for the actual pay-back period of the investment project.

Law of Omsk region No 478-ÎÇ dated 21.11.2003 “On property tax of organizations”

It stipulates the tax payment exemption of organizations investment project holders who concluded agreements for investment activity in accordance with the procedure established by the Law of Omsk region “On the investment projects state support on the territory of Omsk region” for the actual pay-back period of the investment project.

The state support is granted on the territory of the city in accordance with the current legal base in the form of :

  • granting tax benefits in accordance with the current tax legislation;
  • granting investment tax credits ;
  • granting real estate objects for rent which belong to Omsk region and the city of Omsk;
  • provision of state guarantees of Omsk region; compensation of a part of interest rates as per commercial banks credits to small-scale business entities.

Annually, the Addressed Investment Program of Omsk region and Addressed Investment Program of the city of Omsk are formed within the frameworks of the budget formation for next fiscal year, which envisage the allocation of funds to the construction of objects specified as priority ones for the development of the region and the city of Omsk.

A favorable investment climate promotes the development of the production and social sphere, renewal of technical and technological base, increasing economical potential of the city. The investment policy of Omsk is realized by means of participation in federal, regional and municipal target programs, development of normative acts stimulating the investors' activity, searching perspective trends of development. In the year 2006 investments to the fixed assets to the economy of Omsk accounted for 33,8 billion rubles. According to the forecast by the year 2010 the investments volume to the fixed assets will have been increased by 30%.
