Human capital as a main resource of development of modern city

The basic goal of the demographic policy of the city of Omsk is the improvement of demographic situation, stabilization of the population size and formation of demographic growth prerequisites. At present, the average life of Omsk inhabitants is 66 years: 59 years of men, and 73 years of women.

In case of pursuing a planned demographic policy it's forecasted the improvement of the population health condition, death rate reduction. Under positive demographic processes such as the increasing of birth rate and reduction of death rate, in Omsk there will be possible to prevent the decrease of the population size, obtain its stabilization by the year 2015 on the minimum level 1142,0 thousand people with the subsequent maintaining this population size by the year 2020. With increasing the birth rate, a new peak of young ages appears that creates supplementary conditions for the long-term stable socio- economic development.

In conditions of comfortable city environment and creation of new jobs the city will become “a point of attraction” for migrants from neighboring less economically developed territories, for example, districts of Omsk region, neighboring regions, border regions of North Kazakhstan.


Labor market

There is a tendency of increasing demand for labor force from employers.

In the year 2006 the average number of employees of large and middle organizations was increased in comparison with previous year by 2,8%. At the same time, the greatest part of employees falls on processing industries, transport and communication, education, public health and rendering social services. In future such distribution of the population employment as per branches of economy of the city of Omsk will remain.

There are tendencies of the unemployed number further reduction. The number of officially registered unemployed as of the end of December 2006 accounted for 2,4 mln people (0,3% of the working- age population).

Annually, the number of graduates of higher and secondary specialized educational institutions is increased. In the year 2006 they were amounted to 15,1 thousand people and 10,7 thousand people accordingly. As per the forecast in the year 2008 the number of graduates will be increased approximately by 20%.


Economy restructuring processes forecast

The city economy entering to the trajectory of priority development (relative to average Russian indices) is the basic condition of restructuring, that in its turn will ensure the leading positions of the city in the macroregion and its attractiveness for inhabitants. In accordance with the existing tendency of Omsk economy development the growth rates will exceed the average Russian ones. This exceeding will be ensured by the city economy multilane structure (absence of strict binding to external market fluctuations) and its support on the industrial processing sector.

Besides, labor productivity high growth rates will assist to the constant salary increasing.

The creation of new highly-technological production facilities, modernization of available production capacities and putting into production new competitive industrial products are perspectives of the industry.

In the long-term perspective activation of putting into production of scientific and technical developments, development of aero and space equipment, intense development of oil refining and petrochemical enterprises, development of the mechanical engineering complex, including transport vehicles construction, creation of production facilities in the sphere of biotechnologies (production of bio-ethanol, enzymatic agents, organic acid, amino acids, biodegradable plastics), creation of nanotechnological production facilities, development of modern medical technologies are to be expected.

The intense exhibition and fair activity formation, activation of small-scale business entities products promotion of the city of Omsk to the regional, interregional and international markets, improvement of normative and legal support in the field of small-scale entrepreneurship encouragement are supposed to be fulfilled in the sphere of the small- scale business entities development. This will lead to the increase of small-scale enterprises in the year 2010 minimum by 30% in comparison with the level of the year 2005, volume growth of shipped own goods, fulfilled works, services rendered by small-scale business organizations in the year 2010 minimum by 60% in comparison with the level of the year 2005.


Construction and production of construction materials

Since the year 2001 the stable development of the construction industry has been observed in the city of Omsk.

At present, the General layout of the city of Omsk has been developed which specifies the territorial location scheme of residential and non-residential objects under construction.

Housing construction is being developed at quick rates, which is aimed at satisfying living conditions of different population levels. Programs of large-scale works fulfillment related to the regeneration of old and emergency houses have been developed in the city. In May 2007 happy new settlers received keys to apartments of the first 10- storey house built as per the city program of houses regeneration. By the year 2015 it's supposed to completely liquidate old and emergency housing fund.

Annually, on the whole territory of the city non-residential objects including trading and social sphere are commissioned. In October 2007 it's planned to commission the sports and cultural center “Arena- Omsk” which is the largest one beyond Urals. The reconstruction of City Hospital No 12 into a maternity hospital which will be the most modern maternity hospital beyond Urals is on the final stage. A large volume is invested into the housing and communal complex systems development, their technical re-equipment, gas supply pipelining in the city of Omsk.

Annually, the production output of enterprises producing construction materials is increased. Production volumes growth is observed in the industry of pre-fabricated reinforced concrete, concrete structures and items, in the production of walling, porous aggregates. A significant renewal of fixed assets is taken place in the industry, new production facilities are commissioned.


Consumer market

The consumer market which is one of the most important spheres of the city development is characterized by a high level of commodities saturation and a wide range of services. The creation of large food shops and supermarkets is being continued. The year 2006 became the year of coming to Omsk territory of retailing network structures, such as «METRO Cash and Carry», «Lenta», «Okay», «IKEA».

Significant changes have taken place in the structure of public catering establishments of the city of Omsk. Annually, new cafe and restaurants are opened, growth rates of the restaurant business amount to 20% per year. Acting public catering establishments are transferred to new formats.

The consumer services network of the city population includes about 1000 enterprises. This sphere is in a significant demand of the population, that's why in perspective it's expected to extend the services market by way of creating new modern consumer services enterprises.


Transport network of the city

Much attention is paid to the transport network development in the city of Omsk.

By the year 2020 the city road and transport network will have been brought to appropriate normative requirements that will allow to increase traffic capacity of the city roads, increase volume and quality of transport services and to improve ecology of the city environment.

Now the underground is being actively constructed in the city of Omsk. The first line will be put into operation in the year 2009. In the year 2008 it's planned to finish the construction of the international airport “Fyodorovka”.


Priority guidelines of the municipal investment policy of the city of Omsk

The following priority guidelines of the municipal policy in the investment sphere have been specified in the city of Omsk:

  1. The development of the housing and communal complex systems, their technical re-equipment, increasing the quality of rendered services, gas supply pipelining.
  2. The development of the system of rendering physical training and health improving services to the population and popularization of healthy life-style among Omsk inhabitants.
  3. Protection of environment including the improvement of organizational measures aimed at increasing the effectiveness of the domestic wastes scavenging systems, introduction of resource-saving and ecologically safe technologies related to recycling and processing of domestic wastes with receiving secondary raw materials, construction of a new wastes disposal ground and restoration of existing domestic waste dumps.
  4. The development of modern information and telecommunication technologies in the municipal management.
  5. The development of the chemical and petrochemical industry, mechanical engineering complex.
  6. The development of housing construction, of construction and finishing materials production.
  7. The creation of multifunctional transport and logistics complexes.
  8. The development of the hotels infrastructure of the city of Omsk.
  9. The development of amusement parks and infrastructure for active forms of rest and entertainments.
  10. The improvement of ritual services to the population.
  11. The development of the agricultural and industrial complex.
  12. The development of the light industry.

Omsk. Towards the 300th anniversary.

The President of the Russian Federation Vladimir Putin has signed the Decree “On celebration of the 300th anniversary of the city of Omsk foundation” which will be celebrated in the year 2016. By this document the Government of the Russian Federation was instructed to approve the Organizational Committee composition on preparation and holding the celebration and the basic plan of events.

The signing of such Decree distinguishes Omsk region as a subject of the Russian Federation which is remarkable on a national scale as per its socio-economic and cultural potential.

The majority of ideas which will specify the improvement, living standards and comfort of Omsk inhabitants to the 300th anniversary of the city have already been laid and are being realized nowadays, including the construction of the underground, of new roads, exhibition complexes, a large-scale regional housing construction program is in operation.

Long-term and medium-term programs of the regional Government are supposed to lead to further expansion of foreign trade relations, growth of foreign trade and interregional turnover, development of scientific, technical and cultural interaction. All these facts will allow the city of Omsk to become one of the most modern, beautiful and cozy cities of Russia by the time of its jubilee.

The target program of Omsk region “Preparation and holding the 300th anniversary celebration of the city of Omsk foundation” for the years 2008-2016”, approved by Law of Omsk region No 865-ÎÇ dated March 9, 2007 specifies events aimed at improving life quality standards of the population of the city of Omsk, ensuring a stable function and development of the housing and communal complex, engineering, transport infrastructure and the social sphere of the city of Omsk.

The total volume of necessary invested funds from off-budget sources for the realization of the Target program accounts for 158,8 billion rubles, including the following guidelines of activity:

  • reconstruction and construction of hospitals and maternity hospitals;
  • construction of schools, infant schools (kindergartens, children's clubs);
  • construction of covered skating rinks with artificial ice ;
  • reconstruction of sports complexes and stadiums, swimming pools;
  • construction of a covered stadium for sports activity;
  • reconstruction of leisure centers, Palaces of Culture, children's art schools, cinemas;
  • reconstruction of the city museums and libraries;
  • reconstruction of squares, parks, streets;
  • construction and reconstruction of motor roads;
  • reconstruction and overhaul of houses;
  • modernization of the city passenger transport system;
  • construction and reconstruction of engineering services.
