Land Area Development
Omsk Master Plan, a key instrument of city land-use planning, fixes strategic lines of city development. Being approved by Omsk City Council on July 25, 2007 (Resolution No. 43), it is official until the year 2025.

Amendments to the documentation on land-use planning and urban zoning are implemented in Grad ITP project in accordance with the municipal contract No. 54 dated October 10th, 2019 for implementation of research works “Development of land-use planning and urban zoning documentation ...” and include the following:
- concepts of spatial development for the period up to 2040;
- concepts of urban zoning;
- draft amendments to the Master Plan;
- draft amendments to the Land Use and Development Rules.

According to Urban Planning Code of Russian Federation, there are 65 site designs and 134 demarcation plans for the city area approved as of the end of 2016.
